Moepya also says the Independent Electoral Commission (IEC) has dealt with 28 complaints related to the polls so far, and all but seven have been resolved.
More than 719, 000 people will cast special ballots today and tomorrow.
In the first of many updates at the IEC’s National Results Centre in Pretoria, Moepya says overall special voting got off to a smooth and steady start and the vast majority of voting stations opened on time this morning.
He says in very few instances, there were delays, or voting stations failed to open.
