WESTERN CAPE NEWS - Western Cape Minister of Local Government, Environmental Affairs and Development Planning, Anton Bredell, has stressed the importance of maintaining uninterrupted municipal services despite changes in political leadership, as new guidelines were launched in Cape Town to help municipalities navigate coalition instability while protecting governance and administrative continuity.
Municipal services must continue uninterrupted despite changes in political leadership. This was the central message at the launch of the Guidelines on Administrative Continuity During Coalition Instability, held at the Iziko South African Museum in Cape Town last night.
The Guidelines provide practical guidance to municipalities on navigating coalition instability while protecting institutional stability, strengthening governance and ensuring continuity in service delivery.
The publication was developed through a partnership between the Dullah Omar Institute, the Hanns Seidel Foundation, experienced local government practitioners and the Western Cape Government.
It draws on constitutional and legal research, as well as practical lessons from coalition governance in South Africa.
As coalition governments become an increasingly prominent feature of South Africa’s local government landscape, the Guidelines seek to strengthen the distinction between political and administrative responsibilities, support professional municipal leadership and promote governance systems capable of withstanding political change.
Anton Bredell said political uncertainty must never come at the expense of residents and the services on which they depend.
“Residents should never experience disruptions in essential municipal services because of political changes. Strong institutions, professional administrations and sound governance practices are essential to ensuring that municipalities continue to serve communities effectively.
“These Guidelines provide practical support to municipalities in maintaining stability and continuity, even when political leadership changes. Whatever happens in council chambers, the administration must remain focused on its responsibility to the people it serves.”
The Department of Local Government’s Head of Department, Mr Graham Paulse, said the Guidelines reinforce a fundamental principle of local government: political leadership may change, but the responsibility to deliver services remains constant.
“Municipal administrations must be resilient, professional and capable of ensuring continuity for the communities they serve. These Guidelines offer a practical framework to support that objective and to strengthen the ability of municipalities to function effectively during periods of political uncertainty.”
The launch brought together government leaders, researchers and local government practitioners committed to strengthening local democracy and building capable municipalities that can continue delivering services, even during periods of political instability.
The Western Cape Department of Local Government believes the Guidelines will make a valuable contribution to strengthening municipal governance, protecting institutional integrity and supporting stable, accountable and effective service delivery across South Africa.
